Household Income and Coverage Levels
Coverage under the CDCP is based on your adjusted family net income, which is assessed through your most recent tax return.
| Adjusted Family Net Income | CDCP Covers | You Cover (Co-payment) |
|---|---|---|
| Under $70,000 | 100% of eligible services at CDCP rates | 0% (you may still face additional fees) |
| $70,000 – $79,999 | 60% of eligible services at CDCP rates | 40% of CDCP rates |
| $80,000 – $89,999 | 40% of eligible services at CDCP rates | 60% of CDCP rates |
Note: Please note that Blue Heron Dental Centre may charge according to the Ontario Dental Association fee guide. If our fees are higher than the CDCP fee guide, patients may have out-of-pocket expenses. We encourage patients to confirm coverage and expected costs with our team before receiving treatment.
What Treatments Are Covered?
Some services may also require preauthorization before care begins. Our team can help you understand which covered treatments may apply to your visit and what to expect before treatment. Covered categories may include preventive services such as scaling, polishing, fluoride applications, and examinations. Diagnostic services such as X-rays may also be included.
Eligibility Criteria
You may qualify for the CDCP if you meet all four of the following conditions:
- No access to dental insurance through work, school, or private purchase
- You and your spouse/partner (if applicable) filed a Canadian tax return for the previous year
- Adjusted family net income is under $90,000
- You are a Canadian resident for tax purposes
If you have dental coverage through a government social program, you may still qualify. In these cases, the CDCP coordinates benefits to avoid duplication of coverage.
The program has been introduced in phases. Enrollment first opened for older seniors, then gradually expanded to additional age groups, adults with a Disability Tax Credit certificate, children under 18, and will continue expanding to other eligible residents.

Frequently Asked Questions
What is the Canadian Dental Care Plan (CDCP)?
The Canadian Dental Care Plan is a government program designed to help eligible individuals and families access essential dental care. It provides coverage for a variety of dental procedures and treatments based on income level and eligibility. Patients who qualify can receive care at participating clinics such as Blue Heron Dental Centre. Our team can help explain how the plan applies to your specific situation and what you can expect during your visit.
How do I know if I qualify for CDCP?
Eligibility for CDCP is based on several factors, including income level, residency, and whether you have access to private dental insurance. Patients must have a household income under $90,000 and must have filed their most recent tax return. If you are unsure whether you qualify, we recommend reviewing the official guidelines or contacting our clinic so we can help you better understand your eligibility before booking an appointment.
What types of dental treatments are covered under CDCP?
The CDCP covers a range of dental procedures and treatments, including preventive care, diagnostic services, and certain restorative treatments. Some services, such as crowns, orthodontics, or sedation, may require preauthorization and are subject to eligibility criteria. Coverage varies depending on your plan level, so our team will review your treatment needs and help you understand what may be included before beginning care.
Will I need to pay anything if I have CDCP coverage?
Depending on your income level and coverage tier, you may be responsible for a portion of treatment costs. While some patients may receive full coverage at CDCP rates, others may have a co-payment or additional fees if treatment costs exceed the CDCP fee guide. Our team will provide clear information about any out-of-pocket costs before treatment begins so you can make informed decisions about your care.
